Usually, TV tuner drivers come as part of a package that also contains the video playback software. When bugs are found in the software, developers launch new drivers meant to solve these issues and improve compatibility with newer operating systems, as well as add new features to the device.

So the workaround fix for the HVR-950 TV tuner is to download WinTV v8 (wintv8setup_35167.exe) and wintv-hvr-930c_driver_5_2020_0406_38260.exe, install both, reboot, and scan tv channels.- New WHQL Certificate for Windows XP and Media Center Edition About TV Tuner Driver/Utility: These do not exist in the WinTV v8 download from Hauppauge's website - a separate download linked in the German DVB tuner site linked earlier. That stuttering that exists after 1909 in 2004/20H2 is fixed with the newer drivers in wintv-hvr-930c_driver_5_2020_0406_38260.exe. If you use the drivers that is auto-installed with Windows 20H2, and do not let the WinTV v8 installer update the drivers (to the older ones that stutter in 2004 and included with WinTV v8 installer), WinTV will not find any TV channels on a scan in 20H2. The breaking of TV tuners in 21286 can't be worked around and has been fixed in 21354. So, whatever changed in 2004 introduced stuttering in older WinTV tuner drivers. Live TV now WORKS FINE with no stuttering. Now, WinTV v8 runs and can find TV channels on a scan of the channels.
I then install the drivers from wintv-hvr-930c_driver_5_2020_0406_38260.exe and reboot. WinTV v8 runs and finds 0/NO tv channels on a scan of the channels. WinTV v8 is then installed WITHOUT updating the drivers. INTERESTINGLY, WITHOUT installing anything else, the WinTV HVR-950 shows up in device manager as a WinTV HVR-980 WITH 5.2020.406.38260 drivers auto-installed.
NATURALLY WinTV sees 0/no tv channels on a setup scan because this is a known bug reported and fixed in the insider thread on this issue in the 21354 version. Naturally, no issues with older 1909 and older, so MS likely messed up something in the newer versions of Windows. The mini dump and memory dump files along with the blue screen screenshot are here:
